ResponseMany flaws within the government were exposed to the world when civilians were most vulnerable. It was slow, deficient and lacking of resources, the government's first aid let down many that were involved. Selfishly the government opted out of aid resources from other countries and although it may have taken double to time, Japanese services came together to support their fellow citizens. The downfall in aid pushed the Japanese government to build evacuation shelters and centres for future disasters.
